Position may be located at one of HHSC facilities on the islands of Oahu, Maui, Kauai, Hawaii (Big Island)

Duties & Responsibilities:

A. Systems Analysis and Implementation 40%

  1. Primary responsibility is to provide the most efficient and reliable analytical support and service to the HHSC facilities and their user departments through the functional application components and interfaces that make up the Hospital Information System.
  2. Implements, maintains, supports, and optimizes application solutions to various business problems based on existing and future automated application systems and interfaces to meet functional user requirements.
  3. Analyzes and coordinates the installation of functional applications solutions including training, documentation and controls to insure secured and proper functioning of the systems.
  4. Analyzes, plans, and coordinates the implementation and support of interfaces between application systems working with vendor and HHSC integration resources.
  5. Coordinate the installation and maintenance of hardware and software applications with vendors and hospital personnel.
  6. Works with vendor and HHSC resources to create and manage problem tickets and work with these support resources and including the escalation to vendor development teams.  Functions as a liaison with end users and regional support staff to manage reported issues and resolve these issues by working with HHSC and vendor resources.
  7. Develop training materials and coordinates training of users for their respective software applications.

B.    Maintenance 30%

  1. Manages, plans, develops and assists with updates and maintenance of applications software systems and interfaces to current release/version acceptable levels.
  2. Coordinates with impacted users for training, documentation and controls.
  3. Performs upgrades and updates training materials and operations manuals for respective software applications.

C.    User and management liaison  20%

  1. Communicate current and ongoing research and findings, project status and reporting of various other I.S. activities via oral and written reports to appropriate user and management personnel.
  2. Studies and assist in coordinating the standardization of applications and controls within HHSC facilities to optimize maintenance costs and enhance training and reporting compatibility.
  3. Assist in the planning and implementation of I.S. policies and procedures to meet The Joint Commission standards.
  4. Assists in the review and evaluation of the network.
  5. Participates and supports in HHSC user teams focused on the functional area(s) of the application that they support.

D.    General responsibilities  10%

  1. Prepare and maintain user documents including application policies and procedures for operations, programming standards. Assists, evaluates and coordinates plans and projects for sharing information with other HHSC facilities.
  2. Represents Corporate office on the HHITS committee.
  3. Other duties as assigned to support the mission of HHSC. 


Education:  Bachelor’s degree from an accredited four (4) year college or university.   Excess experience of the types and quality described below or any administrative, professional, analytical, technical, or other responsible work which provided knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis. .   The education or experience background must also demonstrate the ability to write clear and comprehensive reports and other documents; read and interpret complex written material; and solve complex problems logically and systematically.

Specialized Experience

Level V, three and one-half (3 ½) years of progressively responsible work experience;
Level IV, two and one-half (2 ½) years of progressively responsible work experience;
Level III, one and one-half (1 ½) years of progressively responsible work experience;
Level II, six (6) months of progressively responsible work experience;
Level I – No experience required;

Specialized Experience (see required years above):  Progressively responsible work experience in information technology which involved the systems analysis, design, programming, security and access management, database design and management, consulting, and/or installing and maintaining computer software applications, hardware, telecommunications, and web or network infrastructure equipment.  The work must have demonstrated knowledge and understanding of information technology principles, methods, techniques and practices; computer hardware, software and peripheral equipment; and personal computer, server, mini and/or mainframe operating systems.  

*For the IS Specialist IV and higher levels, at least one year of the required specialized experience must have been at the fully competent level comparable to the IS Specialist III level.  

Supervisory Experience:**For the IS Specialist V level, supervisory aptitude rather than actual supervisory experience may be accepted.  Supervisory aptitude is the demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects; by serving as a group or team leader, or in similar work in which opportunities for demonstrating supervisory capabilities exist; by completion of training courses in supervision accompanied by application of supervisory skills in work assignments; or by favorable appraisals by a supervisor indicating the possession of supervisory potential.  

Substitutions Allowed:   
    1)     Possession of a bachelor’s degree from an accredited college or university in computer science or in another major which included completion of course work comparable to a major in computer science may be substituted for six (6) months of the required Specialized Experience.   
    2)     Partial completion of a master’s degree program in computer science from an accredited college or university may be substituted on a month-for-month basis up to a maximum of one (1) year for the required Specialized Experience.     
    3)     Possession of a master’s degree in computer science from an accredited college or university may be substituted for one and one-half (1-1/2) years of the required Specialized Experience.   
    4)     Possession of a Ph.D in computer science from an accredited college or university may be substituted for two and one-half (2-1/2) years of the required Specialized Experience.   
    5)     Excess staff specialist and/or supervisory experience of the types and quality described above may be substituted for specialized experience on a year-for-year basis.   
    6)     Excess technician experience comparable to an Information Systems Technician II or higher or comparable positions may be substituted for education on a year for year basis.

Selective Certification Requirement:  Applicants must be willing and able to travel extensively between all HHSC facilities as required to implement the Electronic Medical Records (EMR) project.  

Desired Skills:

1.    Education - Bachelor’s degree in computer science or management information systems from an accredited college or university.  
2.    Experience Of the three and one-half (3-1/2) years of specialized experience required, three and one-half (3-1/2) years must have involved application analysis, implementation, maintenance, support and optimization of systems for electronic processing of data in a healthcare or healthcare support facility.   Application implementation, maintenance and support involves work with application vendors and end users, evaluation, selection, contracting of appropriate application vendors and services.  Implementation process involves team management, training for end users and upgrades, master file building, application integration, work process analysis and re-engineering, end user change management, testing, go live processes. Application maintenance involve problem tracking, escalation and resolution, patch and upgrade implementation, management of the testing validation process, downtime and recovery process, planning for release to production, communication of changes to processes.  Work experience in a LAN and WAN enterprise using Windows Operating system as part of a larger hosted solution, and PC/Windows environment involving Microsoft Windows user and folder security, printer configuration, navigation of windows.  At least one year of the specialized experience must be at the fully-competent level comparable to the Information Systems Specialist III level.  

3.    Experience must also include basic knowledge of one or more of the following applications:   
        a.      Clinical Applications within an Electronic Medication Record System involve Order Entry, Results, Clinical Documentation, Quality Measures, Medication Administration, Risk management, Case management and Utilization Review.
        b.      Financial Applications involve Patient Access/Admitting, Revenue management, Health Information Management, Patient Financial Services/Billing, 3rd Party Payor Contract management, General Ledger, Materials Management and Accounts payable.
        c.      Ancillary applications  involve Radiology Information Systems, Surgery Information Systems, Pharmacy System, Lab Information Systems and Staff Scheduling,   
        d.      Integration / Interface engines involve managing, testing, building and supporting interfaces using standard protocols such as HL7, XML and Openlink.   
        e.      Report development involving working with users to develop or modify reports for operations or management of application modules.

WORKING CONDITIONS:   The position will work in an office environment with prolonged sitting and extended periods of working with a personal computer and in meetings with various users and vendors of the automated systems.
