FUNCTION:  The primary function of the Chief Operating Officer is to administer all programs for the Kauai Region of HHSC that relate to environmental services, construction, facilities, land beautification, land use issues, telecommunication systems maintenance, capital improvement, the acquisition of permits, the development and administration of policies and procedures to meet environmental needs, and the solicitation and coordination of all major bids for equipment or construction for both facilities in the Kauai Region. This position is also responsible for the daily operations of the Kauai Region ancillary services (dietary, laboratory, occupational therapy, pharmacy, physical therapy, radiology). Position requires travel on a regular basis to and from facilities within the Kauai Region 

This position reports to the Regional Chief Executive Officer.

Requirements

MINIMUM QUALIFICATION REQUIREMENTS:  To qualify, you must meet all of the following requirements.  Please note that unless specifically indicated, the required education and experience are credited based on a 40-hour workweek.

EDUCATION REQUIREMENT: A Bachelor’s Degree required, preferably in engineering or related field.

EXPERIENCE REQUIREMENT: Four (4) years of progressively responsible professional experience in a facility which involved program planning in quality management, nursing management, administration, utilization management, case management, and/or resource management.

Specialized

  1. Five (5) years specialized experience should include: experience in one or a combination of the following types of work (1)professional, technical, administrative, investigative or other responsible work experience which required the ability to deal effectively with fellow workers, business contracts and/or general public; (2)experience in the maintenance and repair of buildings, structures, or utilities which required the preparation and/or interpretation of plans, drawings, and specifications and the proper observance of safety measures, which demonstrated an intimate knowledge of practices, methods, techniques, material, cost equipment and tools used in construction and maintenance projects; (3)dealing with procurement protocols as set forth by the Hawaii Revised Statutes referencing construction, equipment purchases, leases, etc.
  2. Five (5) years minimum supervisory experience two (2) of which have been spent at the middle management level in the engineering services department of a multi-building facility.

Knowledge of:       Operational knowledge of construction contracts and engineering composition of a healthcare facility and general overall management skills.

Skills and Abilities:         Familiarity with common tradesman tools and equipment, grounds keeping tools and equipment, and common housekeeping and laundry equipment.

If you do not submit your request within the twenty (20) days deadline, no Administrative Review will be conducted. Since the Administrative Review is a prerequisite to subsequent steps, failure to utilize this process will make you ineligible for subsequent appeals. The administrative review, formal complaint and/or appeals hearing will not necessarily postpone the recruitment process and/or rescind a selection. If you do not agree with the Administrative Review, you may file a Formal Complaint and then, if you are still not satisfied, you can appeal to the HHSC Merit Appeals Board.
