JOB STATUS: Permanent/Full-Time

SALARY: $3,989 – $5,911, month (SR-20, Step C – M)

LOCATION:  Hawaii Health Systems Corporation (Maui)


A.  User and management liaison                                                        40%

    1. Provide assistance to all users in the day to day operations including troubleshooting operational problems, determining possible options and coordinating with all impacted users and other I.T. staff on solutions.

    2. Communicates current and ongoing research and findings, project status and reporting of various other I.T. activities via oral and written reports to appropriate user and management personnel.

    3. Assists in the analysis and coordination of standardization of information systems and controls within the HHSC facilities to optimize maintenance costs and enhance training and reporting compatibility.

B. Systems Analysis and Implementation                                   20%

    1. Works with users and other systems analysts to provide the most efficient and reliable analytical support and service to HHSC facilities and their user departments through the functional application and technical components that make up the Hospital Information System.

    2. Assists in the development and implementation of technical solutions to various business problems based on existing and future network infrastructure and related systems to meet functional user requirements.

    3. Coordinates and assists in the implementation of information technology hardware and software solutions including installation, configuration, testing, training, documentation and controls to insure secured and proper functioning of the systems.

    4. Analyzes, plans and develops hardware and software systems for the corporation information technology systems. Complies and enforces the administration of corporate policies and procedures.

    5. Coordinates the installation and maintenance of information technology hardware and software with vendors and hospital personnel.

    6. Works with respective hardware and software vendors and facility IT departments to design, develop and modify information technology systems.

    7. Develops operational and training materials and coordinates training of users for their respective software applications.

C.        Maintenance                                                                                  20%

    1. Assists with plans for the updates and maintenance of information technology hardware and software systems to current accepted release/version levels.

    2. Performs day to day monitoring and system administration of the corporate information systems.

    3. Generates and updates training materials and operations manuals for respective hardware, software and system administration applications.

    4. Assists in the planning, implementation and enforcement of I.T. policies and procedures to meet corporate and accreditation standards.

D.        General responsibilities                                                           20%

    1. Prepares and maintains documents including policies, procedures and logs for operations, network, server and programming standards.

    2. Assists, evaluates and coordinates plans and projects for sharing information with other HHSC facilities.

    3. Assists in the review and evaluation of the information technology systems and its components.

    4. Other duties as assigned to support the mission of HHSC.


A.  Education:

Bachelor’s degree from an accredited four (4) year college.Excess experience of any administrative, professional, analytical, technical, or other responsible work which provided knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis.

B.  Experience:

One and one half (1-1/2) years of progressively responsible work experience in computer systems analysis, which involved the analysis and design of systems for electronic processing of data; or stored computer-programming experience which included participation in systems analysis.

C.  Certification – None required

D.  License – None required


A.  Education preferred – a bachelor’s degree in computer science or management information systems from an accredited college or university.

B.  Experience preferred – 3 years’ experience in specialized experience in computer systems analysis, which involved meeting users’ requirements through the analysis and design of network infrastructure for the electronic processing of data with preferably at least 1 year in a healthcare or healthcare support facility.

C.  Experience preferred includes experience and basic knowledge in the following environment and systems:

    1.  Experience in a LAN and WAN preferably in an environment which includes a minicomputer host
    2. Experience in installation, configuration, administration and support of network devices
    3. High level of competency with the installation and use of MS Office suite applications. 

D.  Experience preferred includes experience and basic knowledge in the following applications:

1. General MS Office Professional Application software – Word, Excel, PowerPoint, Access, Outlook.

2. General support application – MS Project, VISIO.

3. Other applications – Communications.

E.  Preferred hands on experience in the following activities:

    1. Troubleshooting and resolving user identified network problems.

    2. System software implementation and upgrades – load, modifications, test and cutover.

    3. Experience and a high level of competency in PCs including hardware configuration and installation.

    4. Experience in the generation of training manuals, operations manuals, newsletters and other I.T. associated documents.


The position will work in an office environment with prolonged sitting and extended periods of working with a personal computer and in meetings with various users and vendors of the automated systems. Position also requires a full range of movement to lead and assist in occasional installation of cables, PCs and other electronic equipment in various facilities.
