SALARY RANGE:  $105,516 (EM05; BU35)

JOB DUTIES:  The Corporate Contract Management Department is under the Financial Division of the Corporate Office and is responsible for assuring the adequate provisioning of supplies, equipment, material, services and maintenance; including extensive procurement, contracting and purchasing functions, for the Corporate Office and system-wide contracts for the HHSC healthcare facilities.

This position serves as Senior Contract Manager and technical advisor to the Director of Contracts Management. This position is responsible for providing acquisition guidance, advice, instruction, training, and recommendations. This position is also responsible for developing/implementing acquisition policies and procedures in support of the Corporate Office and collaboration with the HHSC healthcare regions.

THE MINIMUM QUALIFICATION REQUIREMENTS ARE: Applicants must meet all of the following requirements. Please note that unless specifically indicated; the required education and experiences may not be gained concurrently. In addition, qualifying work experiences are based on a 40-hour work week.

EDUCATION:  Graduation from an accredited four (4) year college or university with a bachelor’s degree.

Excess work experience as described under Specialized Experience, below, or any other responsible administrative, professional or analytical work experience which provided knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis.  To be acceptable, the experience must have been of such scope, level and quality as to assure the possession of comparable knowledge, skills and abilities.

The education or experience background must also demonstrate the ability to write clear and comprehensive reports and other documents; read and interpret complex written material; and solve complex problems logically and systematically.

Specialized Experience:  Four and one-half (4-1/2) years of progressively responsible work experience which involved one or a combination of the following: professional work experience in the development and/or administration of contracts:

  1. Preparing specifications for bids and quotes and proposals or formal requests for proposals for complex, high dollar contractual services, construction and equipment which involved the application of professional judgement and analysis in determining contract terms and conditions and/or developing proposals to meet such requirements.
  2. Evaluating, developing, negotiating, or revising the content of proposals and/or contracts and/or requests for proposals or other solicitation documents.
  3. Monitoring and evaluating the performance of contracted parties to ensure compliance with the terms and conditions stipulated in the contracts.
  4. Participating in procurement strategic planning.

SUPERVISORY EXPERIENCE:  Two (2) years of supervisory experience which included (l) planning and directing the work of others; (2) assigning and reviewing their work; (3) advising them on difficult problem areas; (4) timing and scheduling their work; and (5) training and developing them.

*For Senior Contracts Manager positions, administrative aptitude rather than actual administrative experience may be accepted.  Administrative aptitude will be considered to have been met for this level when there is strong affirmative evidence of the necessary administrative aptitudes and abilities.  Such evidence may be in the form of success in regular or special assignments or projects which involve administrative matters (e.g., in planning, organizing, promoting, and directing a program providing staff advice and assistance); managerial interest demonstrated by the performance of work assignments in a manner which clearly indicates awareness of managerial problems and the ability to solve them; completion of educational or training courses in management accompanied by the application of principles learned to work assignments; management’s observation and evaluation of the applicant’s leadership and managerial capabilities; success in trial assignments involving managerial and/or administrative tasks.

SELECTIVE CERTIFICATION: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. In such positions, applicants may be restricted to those who possess the pertinent experience and/or training required to perform the duties of the position.

Departments requesting selective certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position.

LICENSE: None required.

DESIRED SKILLS: Knowledge of principles and practices of acquisition management; applicable State and Local laws, rules, regulations and standards; principles and practices of supervision and management.  Knowledge of pre-award and post-award contracting policies and procedures to conduct reviews of full contracts, contracting plans and contract changes for propriety of acquisition method, contract type and documentation.  Knowledge of hospital procurement, commercial business and industrial practices, (i.e. commercial subcontracting, procurement of raw material and costing techniques) related to the items procured sufficiently to analyze cost breakdowns and contract proposals.  Knowledge of regulations and related material to develop local acquisition supplements, policies and procedures. Overall Knowledge of the more specialized and complex areas of Acquisition Management. Ability to convey requirements to other acquisition personnel in a Team Leader capacity.

Good written and oral communication skills to prepare written guidance and decisions to contracting personnel, contractors or higher level reviewing officials.

Ability to administer a centralized service of procurement, contracting and purchasing  management; establish and maintain working relationships with representatives of other agencies, vendors and others to promote achievement of program goals; direct research and recommend changes in acquisition methods and practices, including drafting and recommending statutory changes.

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:  The position will work in an office environment with prolonged sitting.  Occasional travel may be required to field activities for fact finding, activity review and determination of activity performance.  The work is sedentary with occasional need to assist in transporting office supplies, relocating office equipment, etc.
