JOB DESCRIPTION

This position is responsible for supervising, overseeing and managing the day-to-day Corporate Data Center operations. The Operations Center maintains and operates the central host systems and servers for HHSC on a 24-hour a day, 7 day a week basis. The HHSC Operations Center is responsible for monitoring all central host systems, including applications and interfaces, security, performance monitoring, network monitoring, job control, and provides after hours support. Must be available to work rotating shift-work (Days, Evenings and Nights), including holidays, weekends, and on call (standby) as required.

MAJOR DUTIES AND RESPONSIBILITIES

Supervisory Functions (75%)

  1. Responsible for 24×7 staff coverage for CDC. Creates, oversees and monitors the CDC employee work schedule. Work schedules will be developed that follow union contract rules and minimize the use of overtime. Directs changes as necessary.
  2. Process jobs for and monitors the electronic billing/claims application. Responsible for working with vendor support, application owner and users to ensure the application is maintained and all error conditions are resolved in a timely manner.
  3. Directs and monitors daily operations of all critical applications, including, but not limited to accounts payable, general ledger, monthly processing, electronic billing and claims/remittance processing.
  4. Oversees and monitors status and operations of all critical information technology systems, services and interfaces. Ensures appropriate action is taken when notified of alarm or error conditions.
  5. Oversees and monitors helpdesk operations of legacy applications ensuring that users are properly responded to; user issues are clearly described; helpdesk tickets for issues are created, correctly categorized and dispatched.
  6. Develops and maintains scheduled processing requirements.
  7. Prepares, updates and maintains documents to include, but not limited to: Policies and procedures for operations; Systems information and configuration management; Operational and security logs; Asset and software license inventory.
  8. Complies with and enforces administration of corporation policies and procedures among I.S. personnel at the facilities.
  9. Prepares regular activity and status reports.
  10. Actively participates in budget preparation and monitoring.

Technical & Audit Controls (20%)

  1. Perform daily inspection of data center systems to ensure proper operation. Monitor, replace and purchase supplies to ensure adequate stock is available for continuous operation.
  2. Reviews and evaluates quality of output for accuracy and completeness. Reviews, evaluates and acts on equipment failure and error conditions. Advises or assists operators in locating and correcting unscheduled machine halts (i.e., program or equipment malfunction).
  3. Establishes data processing utilization, workload and scheduling reports for the efficiency of computer operations.
  4. Responsible for overseeing and monitoring the operation of all computer peripheral and communications equipment connected to the AS/400.
  5. Provide for control and integrity of all data files received, processed and produced by the corporate data center.
  6. Maintains accurate records on equipment utilization.

OTHER DUTIES (5%)

  1. Performs other related duties as directed.

MINIMUM QUALIFICATION REQUIREMENTS

Education, Experience, Certification, Licensure:

Education Requirement:   Bachelor’s degree from an accredited four (4) year college or university.   Excess experience of the types and quality described below or any administrative, professional, analytical, technical, or other responsible work which provided knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis.   The education or experience background must also demonstrate the ability to write clear and comprehensive reports and other documents; read and interpret complex written material; and solve complex problems logically and systematically.

Specialized Experience:  Three and one-half (3 1/2) years of progressively responsible work experience in information technology which involved the systems analysis, design, programming, security and access management, database design and management, consulting, and/or installing and maintaining computer software applications, hardware, telecommunications, and web or network infrastructure equipment.  The work must have demonstrated knowledge and understanding of information technology principles, methods, techniques and practices; computer hardware, software and peripheral equipment; and personal computer, server, mini and/or mainframe operating systems.

Substitutions Allowed:
1)     Possession of a bachelor’s degree from an accredited college or university in computer science or in another major which included completion of course work comparable to a major in computer science may be substituted for six (6) months of the required Specialized Experience.
2)     Partial completion of a master’s degree program in computer science from an accredited college or university may be substituted on a month-for-month basis up to a maximum of one (1) year for the required Specialized Experience.
3)     Possession of a master’s degree in computer science from an accredited college or university may be substituted for one and one-half (1-1/2) years of the required Specialized Experience.
4)     Possession of a Ph.D in computer science from an accredited college or university may be substituted for two and one-half (2-1/2) years of the required Specialized Experience.
5)     Excess staff specialist and/or supervisory experience of the types and quality described above may be substituted for specialized experience on a year-for-year basis.
6)     Excess technician experience comparable to an Information Systems Technician II or higher or comparable positions may be substituted for education on a year for year basis.

Certification: MCITP, Microsoft Office, VCA-DT, ITIL, a+, or Network+ preferred.

Licensure – None

Desired Skills: 

Education preferred – a bachelor’s degree in computer science or management information systems from an accredited college or university or equivalent.

Experience preferred – 5 years experience in specialized experience in computer systems analysis and design of systems for electronic processing of data.  Must possess supervisory aptitude and at least 2 years in a healthcare or healthcare support facility (preferred).

Experience preferred includes experience and basic knowledge in the following environment and systems:

  • Experience granting user access request in a multiple-facility environment is highly desirable.
  • Experience and a high level of competency in Active Directory.

Experience preferred includes experience and basic knowledge in the following applications:

  • General MS Office Professional Application software – Word, Excel, Powerpoint, Access, Outlook, SQL.
  • General support applications – MS Project. VISIO

Preferred hands on experience in the following activities:

  • Troubleshooting and resolving user identified software problems.
  • Experience in the generation of training manuals, operations manuals, newsletters and other I.T. associated documents.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS

The position will work in an office environment with prolonged sitting and extended periods of working with a personal computer and in meetings with various users and vendors of the automated systems. Position also requires a full range of movement to lead and assist in occasional installation of cables, PCs and other electronic equipment in various facilities.

FUNCTION:  This position is located in the Waimea Obstetrics Department, Kauai Veterans Memorial Hospital (KVMH).  The Obstetrics/Nursery unit provides all phases of nursing care involving prenatal care, disorders of pregnancy, complications of pregnancy, labor delivery, and care of the newborn and the mother.  This position is responsible for the provision of professional nursing care to patients in accordance with accepted standards and hospital policy.

The primary function of this position provides acute nursiing care and treatment services oon a 24-hour basis and is responsible for the total age-specific nursing care of the newborn, adult/adolescent patient in the unit.  In the event there are no patients in the unit, this position may be assigned to various units within the Nursing Services and may require cross training and floating as assigned.  Position is also subject to a combination of 12 and 8-hour shifts.

Education Requirement:  Graduation from an accredited school of nursing.

Experience Requirement: Six (6) months of responsible professional nursing experience

Selective Certification Requirements:  Applicants shall be restricted to those possessing the following:

  1. Of the required six (6) months of professional nursing experience, six (6) months of professional nursing experience working in an ICU/CCU department is required.
  2. Applicants are required to provide current certification in Basic Life Support (BLS), Pediatric Advanced Life Support (PALS), and Advanced Cardiac Life Support (ACLS) certification within six (6) months of employment.

Substitution:  Possession of a master’s degree from an accredited college or university school of nursing may be substituted for six (6) months of required Experience.

FUNCTION:  Performs laboratory testing in such fields as bacteriology, chemisty, cytology, hematology, histopathology, mycology, parasitology, serology, virology, and blood work and transfusion service operations in a hospital or other laboratory setting.  Performs the full range of laboratory tests including technical responsibility for the particular area or areas of laboratory services assigned.  Work is performed under the general supervision of a higher level technologist and may include supervision over lower level technologist, laboratory helpers or other assistants.  Subject to shift work, including weekends and holidays and standby assignments.

Substitution of Education for Experience: Possession of a master’s degree in medical technology from an accredited college or university may be substituted for one year of the specialized experience.

Job Description

The Applications Manager position provides direct ongoing supervision and leadership to the Help Desk area relating to financial/revenue cycle applications and change management.  This position has the responsibility for overseeing issues submitted from the regional end users and working directly with the Regional Chief Financial Officers and Corporate to address issues.  This position provides recommendations on resolving issues and standardize changes across the enterprise.

MAJOR DUTIES & RESPONSIBILITIES:

A.   Management and Leadership Duties

  1. Manages overall operations of the financial/revenue cycle Help Desk area, oversees a team who addresses tickets and issues from the regional end users and resolves financial/revenue cycle related issues of the entire workforce of HHSC in a timely manner.   Monitors customer service reports and identifies potential customer service problems and seeks immediate resolutions.  Develops an effective and workable framework for managing and improving customer IT support in the organization.
  2. Produce weekly and monthly reporting on key Help Desk issues and drives improvements to key Service Desk services.
  3. Provide routine feedback and best practices to supervisor and management.
  4. Collaborates with internal resources and vendor partners to ensure the staff is up to date on knowledge and changes in the environment.
  5. Ensures that all requests or escalations are handled in an appropriate timeframe.
  6. Develop and ensure that all contracted/agreed service levels are met for each element of service(s) delivered.
  7. Pro-actively drive and implement service improvements, innovation and efficiencies into the Help Desk and other support teams.   Own and manage financial and operations metrics as it relates to the financial/revenue cycle Help Desk operations.
  8. Work in a highly matrixed environment and be able to manage third party service providers, coordinate activities across multiple providers and have strong communication skills.
  9. Responsible for managing the system wide budget for the financial/revenue cycle Help Desk operations.
  10. Develop policies, procedures, and standard reports for identifying and/or verifying potential breech of information security, confidentiality, and privacy.

B.   Supervisory and Other Related Duties

  1. Performs performance evaluations and recommends personnel actions in areas of performance, evaluation, training, selection and disciplinary measures.  Ensures that appropriate policies and procedures are followed by subordinates.
  2. Perform related duties and responsibilities, as assigned.

Requirements

Education: A Bachelor’s degree from an accredited university or college or equivalent work experience.  A degree in computer science, management information system, electrical engineering or a closely related field is preferred.

Experience:  Five (5) years general experience with function pertaining to managing information systems projects, applications, strategic planning, quality control support, managing end-user functions including training and support or relevant operational experience.  Three (3) years management information experience in a hospital setting.

Certification, Licensure: None.

KNOWLEDGE AND ABILITIES

  • Knowledge of:  Advanced functions for the core hardware and software components that comprise complex large systems or enterprise networks.  Analysis and evaluation techniques to plan, design, integrate, implement, maintain and troubleshoot large complex systems or networks across similar and dissimilar technology platforms; practices of supervision, project management and training; intranet and Internet technologies and supporting an infrastructure for an Electronic Medical Record system and disaster recovery.  Customer service principles, evaluation approaches, and tools.
  • Ability to: Determine the systems or networking requirements to plan for or enhance the core information systems needs for the Enterprise system or network; communicate effectively; manage and direct a group of workers; advise and interpret policies, procedures and standards.  Plan, develop, measure and manage projects through business requirements analysis and operational management.  Communicate effectively with both technical staff as well as non-technical customers.  Strong issue and conflict resolution skills.

WORKING CONDITION/PHYSICAL REQUIREMENTS:

Work will be performed in an office setting. Incumbent will be required to attend numerous meetings, at locations throughout Oahu and throughout the State of Hawaii, and potentially the mainland United States. Travel may require occasional overnight stays of one or more days out of town, or out of state. Light lifting and carrying of papers and books will occasionally be required. On some occasions, and possibly on short notice, throughout the year the incumbent may be required to work additional hours.
