MAJOR DUTIES & RESPONSIBILITIES
The Human Resources Information Systems (HRIS) Manager is responsible for the development, implementation and maintenance of the HRIS system for HHSC. This position supervises and oversees all major aspects of recruitment and examination functions, classification, compensation, employee transactions, employee relations, pay and benefits.
The essential duties and responsibilities of the position includes, but not limited to the following
- Oversees, implements and maintains department functions of the HRIS system for Hawaii Health Systems Corporation.
- Identify areas of opportunities to improve existing HRIS processes, functionality and work flow.
- Maximize technological capabilities to reduce manual processes and to improve data management and efficiency.
- Maintains and develops custom reports to meet the requirement of HR management and staff.
- Ensures accuracy and completeness of data in master files and various support tools.
- Establish and maintain security and integrity controls.
- Trains and provides troubleshooting tips to other HR staff on features and functionality of HRIS systems and applications as needed.
- Works with HHSC and DAGS payroll to assess the need for data and create electronic file in accordance with specifications; tests data and implements changes as appropriate.
- Serves as HR department liaison to IT function.
- Analyzes and reports the need for system enhancement or customization.
- Assures data integrity of HR information.
- Determines the validity of other modules and ensure current modules are being utilized and optimized to the fullest.
- Develops and generates ad hoc reports for the regions, legislators, unions, State agencies and regulatory agencies, etc.
- Creates and maintains documentation of reporting processes and training guides for end users.
- I-9 audit and maintenance
- Ensures Federal & State, FMLA, COBRA, HIPAA, and EEO compliance.
- Provides support in researching and resolving HRIS problems, unexpected results or process flaws.
- Manages and designs the mapping of all HRIS tables to ensure accurate data capture that promotes prudent compliance and enables comprehensive reporting.
- Ensures accurate documentation process manuals are designed and updated for all HRIS processes.
- Develops user friendly procedures, guidelines and documentation.
- Trains staff and new system users on new processes/functionality.
- Assist in the review, testing and implementation of system upgrades or patches.
- Collaborates with IT staff to coordinate application of upgrade or fix.
- Maintains a thorough understanding of employment regulations, industry trends, current practices, new developments, applicable laws, and employment legislation pertaining to all personnel matters, and various federal requirements.
- Plans, develops and implements major aspects or projects of the HHSC recruitment program aimed at attracting competent workers for employment. Participates in formulating overall program goals, objectives and activities for the Regions and Corporate Office:
- Oversees and coordinates the recruitment activities for HHSC’s Corporate Office: reviews/evaluates job requisitions for additional and/or replacement of personnel in Corporate Office; initiates employment activities that include publication and distribution of the vacancy announcements on the website; works closely with the hiring managers to maximize effectiveness of recruitment processes; develops recruitment strategies in attracting candidates through, but not limited to, development of recruiting and retention programs (i.e., educational benefits to include financial assistance, working with universities to create internship work programs for students, etc.) and newspapers, industry specific journals, job boards, etc.
- Provides assistance in the interview and selection process that includes reviewing the Applicant Rating Sheets (ARSes) for completeness and accuracy, developing interview questions as needed and ensuring that all interview/selection materials are in compliance with HHSC Human Resources (HR) guidelines, rules and regulations.
- Oversees and coordinates pre-employment process for selected candidate that includes conducting background checks, employment references, State and Federal criminal history checks and checking the OIG/GSA list for potential violations.
- Coordinates new hire employee orientation for selected candidate and ensures that training in Corporate Compliance, Health Insurance Portability and Accountability Act (HIPAA) compliance and HIPAA Security Awareness is completed for all new employees.
- Reviews and evaluates employee’s eligibility for reallocations, internal promotions, demotions, transfers, and re-employment requests for the Corporate Office.
- Reviews and handles administrative reviews (informal complaint process) and request for formal complaint process for the Regions/Corporate Office regarding non-selection and non-qualification of applicants for civil service positions. Conducts employment suitability as a result of criminal suitability investigation if conviction information is obtained from state/federal background checks; evaluates and recommends course of actions; corresponds with the appropriate parties to obtain necessary documents and information; and makes a recommendation on a final determination.
- Responsible for managing HHSC’s criminal history background checks program for State and Federal, OIG/GSA list and other required checks. Coordinates the processing of FBI fingerprint cards and handling of invoices, serves as liaison to the different agencies, provides training to the regional HR offices and updates the HR guidelines, policy and procedures as it relates to background checks.
- Coordinates and administers advertising activities for HHSC; provides advertising resources, rates and schedules to the Regional Employment Officers; researches and recommends new and cost effective methods of advertising (i.e., TV, radio, newsletter, etc.); develops the content and format of special display advertisement for newspaper, industry journals and internet job boards; may locate and contract for production services; and monitor cost effectiveness of advertisements.
- Responsible for maintaining and monitoring advertising cost and providing advertising related activities and cost to Corporate management and Regional HR Offices.
- Administers and maintains a tracking system of employment activities to provide quantitative data on the Employment Section’s performance and evaluate employment activities to recommend solutions/alternatives in problems areas of recruitment.
- Represents HHSC in presentations to schools, organizations, and other interested parties to provide general information relating to employment opportunities and the employment process and sell HHSC as the Employer of Choice.
- Coordinates HHSC’s participation in job fairs, employment presentations and orientations and ensures an organized and cohesive representation of the health systems.
- Provides advisory, consultative and technical assistance to the Regional HR Offices and management in the application of State and Federal laws, rules, regulations, and sound personnel practices as they relate to planned actions in filling positions and other recruitment related matters.
- Provides training to Regional HR offices on employment related areas and the Interview and Selection (I & S) hiring process.
- Responsible for administering HHSC’s web site employment opportunities pages to increase effectiveness of the recruitment program.
- Assists in auditing the Regional HR Offices employment processes.
- Reviews and handles the coordination of responses with the Regional HR Directors for EEOC/HCRC discrimination complaints to ensure consistencies in application and interpretation of the HHSC personnel rules and regulations.
- Provides assistance in the development of employment related contracts initiated by the Corporate Office; participates in the selection and evaluation of proposals submitted through the request for proposal process; and monitors and tracks the utilization of the contracts to ensure compliance by hospitals regarding the terms and conditions of the contracts.
- Serves as HHSC’s ADA Coordinator and attends ADA quarterly meetings, conferences, seminars, etc.; keeps abreast of federal and state laws that may be applicable to HHSC’s current policies and rules related to ADA that may need to be updated or revised.
- Responsible for administering and maintaining the HHSC HR guidelines related to employment; revises/updates the HR guidelines and provides assistance in developing and implementing new guidelines in accordance with new and/or updated federal and state laws, policies, rules or regulations.
- Coordinates job searches and placements of medically non-qualified employees (both workers’ compensation and non-industrial cases); coordinates referrals from hospitals and Corporate Office in the “Return to Work Priority Program” and “Select Priority Program”.
Special Projects
- Key staff in participating in special projects to research, analyze and implement processes involving system-wide Reduction-In-Force plans, Affordable Care Act requirements, Organizational changes due to Privatization, changes in the law that impacts Employees’ Retirement System and codes within the HRIS system, changes in licensure, certification and other regulatory requirements that impacts the HHSC workforce, etc.
- Assigned to the regional human resources offices as needed to ensure service continue without interruptions or delays.
Management Advisory and Related Services:
- Advises Regional HR Directors and Employment Officers regarding recruitment, staffing and retention concerns; conducts studies, identifies problem areas, analyzes alternative solutions and makes recommendations to resolve or ameliorate the problem. Provides advice and assistance to regional management and other staff in the implementation of new programs, procedures, etc.
- Provides expert advice and guidance to regions in the application of appropriate civil service laws, rules, regulations and sound personnel practices as they relate to planned actions in filling positions and other employment matters such as filling priority vacancies on a temporary basis, shortage categories, etc.
- Provides training to new staff personnel and regional HR office personnel having delegated authority in recruitment and examinations and other related recruitment activities.

EDUCATION, EXPERIENCE, CERTIFICATION AND LICENSURE
EDUCATION: Graduation from an accredit college or university with a bachelor’s degree in human resources, computer science or related field or equivalent relevant work experience.
EXPERIENCE: Three (3) years of experience in any one or combination of the following: recruitment, placement, examination, position classification, pay or wage administration, employee management relations and services, employee development, personnel program development and services, labor relations, and personnel research and
Three (3) years of experience in the administration and implementation of human resources information systems to include analysis of dataflow and business processes; developing logic on interfaces and testing functionality of human resources information systems to meet business needs; administering security functions of a human resources information system and ensure controls of data.
CERTIFICATION AND LICENSURE: None required.
DESIRED KNOWLEDGE, SKILLS AND ABILITIES
Knowledge: Strong understanding of HR processes and data and the functions and organization of State government; public personnel administration principles, practices, and techniques; a comprehensive knowledge of the operations, policies, and legal requirements; and techniques of HHSC’s personnel program and the relationship of the HHSC’s personnel program to other personnel organizations of the State. Strong understanding of HRMS database design, structure, functions and processes. Thorough knowledge of MS Excel, Word and PowerPoint report writing applications.
Abilities: Ability to apply sound administrative principles and techniques; to analyze, evaluate and draw sound conclusions from available data; to present facts clearly both orally and in writing; to exercise judgment, tack and discretion in analyzing and explaining policies and procedures; analyze, evaluate, and make sound decisions on complex problems; ability to write clear, concise reports and recommendations; and the ability to establish and maintain effective working relationships with hospital officials, employees and the general public.
WORKING CONDITIONS AND PHYSICAL REQUIREMENTS
