JOB DESCRIPTION

This position actively participates in the management of the Chief Information Officer (CIO)’s office by working closely with all areas of IT: Technical Services Division, Project Management Office, Training, Clinical Services, Business Services Division, Operations, Meaningful Use and Business Intelligence Division at HHSC.   The incumbent has regular access to knowledge of confidential information relating to employer-employee relations, policy matters, programs, plans, etc.  This position is also responsible for gathering and collecting IT data for the attention of the CIO as required. Considerable tact and judgement are required in dealing with such matters, and the handling of callers, visitors, other employees and officials, members of the Board of Directors, Executive Management Team, news media, and members of the general public.

MAJOR DUTIES AND RESPONSIBILITIES

Administrative Support Duties (90%)

  1. Works with IT Directors and managers to review, interpret, and analyze project requirements for potential impact on operational areas and prepares recommendations in the project plans.
  2. Gathers data, evaluates, develops and recommends appropriate project support required for projects in accordance with project objectives.
  3. Coordinates the communication and ongoing status reporting of projects.
  4. Assignments involve instruction and indoctrination in such tools and techniques of project management analysis as documentation procedures and control, project development/documentation and reports management.
  5. Reviews simple project requests; provides guidance and assistance in developing their requirements. Ensures requests include adequate justification, are accurate, and the overall budget is identified, is cohesive and estimates are relatively accurate. For more complex project request, receives supervision and support from the supervisor.
  6. Prepares outlines, schedules, and other data relating to project management.
  7. Assures that all pending materials are on time and deadlines are being met. Compiles and arranges material according to priorities and activities; and interprets CIO’s instructions to Corporate staff.
  8. Greets and ascertains the purpose of callers and assists them in their business by explaining policies and procedures, directing them to the appropriate staff. Receives and screens telephone calls, determines action needed, makes appointments, provides information or material as requested or redirects inquirer to appropriate person; takes messages or writes a report of the situation for further action or follow-up by appropriate Corporate staff.
  9. Observes need for administrative or procedural notices and instructions; prepares drafts of necessary issuance; and distributes and explains notices and instructions to appropriate staff.
  10. Communicates and deals directly with Corporate staff, private agencies, out-of-state telephone inquires during the absence of the CIO or designee on routine matters for completing various tasks assigned by the CIO.
  11. Interprets policies, rules and regulations, office practices and procedures for Corporate offices and/or redirects inquires to proper sources. May deal directly with Corporate staff officers, State Departments, outside agencies, as appropriate.
  12. Reviews materials, reports and other communications relating to general administrative matters submitted to the Corporation and makes recommendations for their disposition. Gather necessary information and background data needed to answer letters and requests.  Review outgoing communications for consistency with the objective, policies, and procedures of the Corporation.
  13. Prepares correspondence on non-policy level on own initiative.
  14. Performs other duties as assigned.

Other Duties (10%)

  1. Maintains confidential files. Files of confidential nature are kept in the appropriate office(s).
  2. Performs a variety of other duties as required/assigned.

MINIMUM QUALIFICATION REQUIREMENTS ARE

Education, Experience, Certification, Licensure:

  1. Education: Graduation from an accredited college or university with a bachelor’s degree.
  2. Experience: Three (3) years of progressively responsible typing, stenographic and/or substantive clerical work experience which demonstrated possession of the ability to perform duties including, but not limited to the following:  (1) providing personal assistance to an administrator or executive by attending to the administrative details of an office; (2) having an overall awareness of the activities and administrative framework of a program/organization; and/or (3) exercising sound judgment.  Working in an IT environment is preferred. Relevant substitutions allowed.
  3. Certification/License: None required.

KNOWLEDGE AND ABILITIES

  1. Knowledge of: Administrative principles and practices applicable to HHSC; basic organization of State government, the interaction of HHSC and State agencies, and the legislative process; office practices and procedures; basic trends and current developments in general management methods and procedures; research and statistical methods and techniques. Proficiency in using IT office machines, MS Office, Word, Outlook, using scheduling function, Excel & PowerPoint.
  2. Ability to: Analyze facts and draw general conclusions there from; recognize and distinguish pertinent details; gain cooperation of and cooperate with others; plan, organize and carry out a very broad and complex range of clerical functions; organize, assign, direct and review the work of others; develop and skillfully apply a working knowledge of the organization and the programs of HHSC; work effectively under frequent interruptions and changing requirements, and handle continual office emergencies; direct the maintenance of confidential files and records including those relating to employer-employee relations; understand and follow directions; observe, establish and maintain effective relationships with supervisors, employees and others; visualize effect of changes recommended; use tact and sound judgment.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS

Incumbent must be physically able to perform efficiently and effectively the essential duties of the position which typically require the ability to read without strain printed material the size of typewritten characters, glasses permitted, and the ability to hear the conversational voice, with or without a hearing aid, or the ability to communicate satisfactorily. Disabilities in these and other areas will not automatically result in disqualification.  Incumbent who demonstrates that he/she is capable of performing the essential functions of the position will not be disqualified under this section.

Incumbent will be required to attend numerous meetings in the Honolulu office, at locations throughout Oahu and throughout the State of Hawaii, and potentially the mainland United States.  Travel will require occasional overnight stays of one or more days out of town, or out of state.  Occasionally and on short notice throughout the year incumbent will be required to work long, additional hours in the evenings and on weekends and holidays.

JOB DESCRIPTION

The Director of IT Operations provides direct ongoing supervision and leadership to the Corporate Data Center and Help Desk sections and oversees the Business Intelligence Division, and assumes responsibility for completion of major projects. This position has the responsibility for ensuring that quality services are provided to HHSC IT Department’s customers and that appropriate levels of information security are utilized throughout HHSC based on HIPAA/HITECH and other regulations specific to information management controls.  This position is intended to fulfill the addressable HIPAA security requirement of a Chief Information Security Officer responsible for developing and monitoring practices to ensure HHSC’s information is secure from unauthorized access, protected from inappropriate alternation, physically secured, and is available to authorized users in a timely manner.

MAJOR DUTIES AND RESPONSIBILITIES

Management and Leadership Duties (90%)

Help Desk and Corporate Data Center

  1. Manages overall operations of the Help Desk and Corporate Data Center sections, oversees a team who addresses technical and IT support requirements and resolves IT-related issues of the entire workforce of HHSC in a timely manner.
  2. Monitors customer service reports and identifies potential customer service problems and seeks immediate resolutions. Develops an effective and workable framework for managing and improving customer IT support in the organization.
  3. Produce weekly and monthly reporting on key Help Desk services and drives improvements to key Service Desk services.
  4. Provide routine feedback and best practices to Help Desk leadership.
  5. Collaborates with internal resources and vendor partners to ensure the Help Desk is up to date on knowledge and changes in the environment.
  6. Ensures that all requests or escalations are handled in an appropriate timeframe.
  7. Develop and ensure that all contracted/agreed service levels are met for each element of service(s) delivered.
  8. Pro-actively drive and implement service improvements, innovation and efficiencies into the Help Desk and other support teams.
  9. Own and manage financial and operations metrics as it relates to the Help Desk and Corporate Data Center operations.
  10. Work in a highly matrixed environment and be able to manage third party service providers, coordinate activities across multiple providers and have strong communication skills.
  11. Responsible for managing the system wide budget for the Help Desk and Corporate Data Center operations.

Business Intelligence Division

  1. Manage overall operations of the Business Intelligence Division who primarily manage the Hospital Information System transactional, data warehouse and metadata repository databases as well as manage business intelligence semantic layers in order to develop, document, and support standardized and/or customized reports for HHSC information systems applications.
  2. Ensure data integrity and security within the data repositories supporting business intelligence.
  3. Provide routine feedback and best practices to Business Intelligence staff.
  4. Collaborates with Clinical and Financial application teams to validate all changes made to new reports and/or processes that conform to HHSC development life cycle (SDLS), IT policies and quality standards.
  5. Works collaboratively with CIO to develop strategic plans and resolutions that align with the overall goals and direction for HHSC.

Supervisory and Other Related Duties (10%)

  1. Performs performance evaluations and recommends personnel actions in areas of performance, evaluation, training, selection and disciplinary measures. Ensures that appropriate policies and procedures are followed by subordinates.
  2. Develops, enforces, and monitors all reporting department policy and procedures and enforces compliance with approved HHSC policy and procedures.
  3. Develops a relationship of communication and trust with business stakeholders.
  4. Assists, evaluates and coordinates plans and projects for sharing information with other HHSC facilities.
  5. Perform related duties and responsibilities, as assigned.

MINIMUM QUALIFICATION REQUIREMENTS

Applicants must meet all of the following requirements. Please note that unless specifically indicated; the required education and experiences may not be gained concurrently. In addition, qualifying work experiences are based on a 40-hour work week.

Education, Experience, Certification, Licensure:

Education:  A Bachelor’s degree from an accredited university or college or equivalent work experience.  A degree in computer science, management information system, electrical engineering or a closely related field is preferred.

Experience:  Five (5) years’ experience in one or more of the following areas, with demonstrated progression of responsibilities in IT operations management and Service desk / help desk management.  Of the five (5) years’ experience, three (3) or more years of management or leadership experience including people and budget responsibility is required.  One (1) year of experience in Business Intelligence report development.

Licensure – None

Knowledge of:  Advanced functions for the core hardware and software components that comprise complex large systems or enterprise networks.  Analysis and evaluation techniques to plan, design, integrate, implement, maintain and troubleshoot large complex systems or networks across similar and dissimilar technology platforms; practices of supervision, project management and training; intranet and Internet technologies and supporting an infrastructure for an Electronic Medical Record system and disaster recovery.  Customer service principles, evaluation approaches, and tools.

Ability to: Determine the systems or networking requirements to plan for or enhance the core information systems needs for the Enterprise system or network; communicate effectively; manage and direct a group of workers; advise and interpret policies, procedures and standards. Plan, develop, measure and manage projects through business requirements analysis and operational management. Communicate effectively with both technical staff as well as non-technical customers.  Strong issue and conflict resolution skills.

Experience preferred includes experience and basic knowledge in the following environment and systems:

  1. Working knowledge of Relational Database Systems used in both Online Transactional Processing as well as Data Warehousing such as SQL (Structured Query Language)-Server, Oracle, DB2 and AS400.
  2. Understanding or working knowledge of data query tools such as ANSI SQL, T*SQL, PL/SQL.
  3. Experience in database reporting and Business Intelligence tools such as Crystal Reports, SQL-Server Reporting Services, Oracle Business Intelligence, SAP Business Objects.

Work will be performed in an office setting, utilizing automation and telecommunications equipment.
