MAJOR DUTIES AND RESPONSIBILITIES
A. Database Query Development, Report Writing and Data Analysis 60%
Primarily responsible for managing the Hospital Information System transactional, data warehouse, and metadata repository databases as well as managing business intelligence semantic layers in order to develop, document, and support standardized and/or customized reports for HHSC information systems applications.
Ensures data integrity and security within the data repositories supporting business intelligence.
Analyzes database entity relationships, provides specifications for and works with subject matter experts to define report requirements in order to design, develop, test, install, and implements Structured Query Language (SQL),stored procedures and report designs; Codes, test/debugs, and documents system scripts, programs and reports in application, web and database environments.
Serves as a member of the report writing team with responsibility and focus on system support, maintenance, analysis, design, specifications documentation, change control, and versioning of all reporting components used to build and manage and perform multisystem or departmental Hospital and Corporate reporting.
Utilizes available tools such as SQL-Server Management Studio, SQL Server Reporting Services, Toad, Oracle Designer, SAP Business Intelligence/Business Objects and Crystal Reports to provide technical reports that are meaningful and accessible to users.
Provides support to end-users on standardized and ad hoc queries and assist in training users on report and Business Intelligence tools
Works closely with the web developers, vendors, and other 3rd party constituents to ensure secure deployment of reports.
Conduct ongoing review of data repositories and troubleshoot problems in a timely manner. For ASP supported applications and when applicable, submit support requests to vendor for resolution and root-cause analysis.
Assist in the development of metrics, reports, and related reporting infrastructure to support HHSC’s objectives to improve quality, care coordination, patient safety, regulatory requirements, and financial performance.
Works closely with Clinical and Financial application teams to validate all changes made to new reports and/or processes that conform with HHSC development life cycle (SDLC), IT policies, and quality standards.
- Each individual must be able to work to 1) identify and resolve systems issues in coordination with other team members across all other applications, 2) work closely with Operational counterparts to ensure consistent business processing methods, 3) provide expert and creative solutions to end-user requirements and problems, 4) perform in-depth analyses of workflows, data collection, interface integration needs, reporting requirements, and 5) take the initiative to respond, research and resolve operational inquiries pertaining to Electronic Medical Record (EMR)applications.
B. Maintenance 20%
- Manages, plans, develops and assists with updates and maintenance of applications software systems and interfaces to current release/version acceptable levels.
- Coordinates with impacted users for training, documentation and controls.
- Performs upgrades and updates training materials and operations manuals for respective software applications.
- Keep abreast on upgrades, updates, and changes made to the data repository applications and related systems.
C. User and management liaison 15%
Clearly and precisely communicates current and ongoing research and findings, project status and reporting of other relevant IT activities to internal technical team, senior executive team, and where applicable vendors.
Works collaboratively with end-users to obtain the necessary information and parameters to ensure desired results are meet and provides education on product/tools delivered, as appropriate.
Leads quality control and review processes to ensure data integrity issues and communicates concerns regarding data acquisition and entry methodologies.
Develops a relationship of communication and trust with business stakeholders.
Provides end-user training and support on reporting tools disseminated from the reporting department.
Studies and assist in coordinating the standardization of applications and controls within HHSC facilities to optimize maintenance costs and enhance training and reporting compatibility.
D. General responsibilities 5%
Oversees all aspects of Business Intelligence/Reporting Systems; develop and maintain systems, frameworks, tools, and structures.
Prepares and maintains user documents including application policies and procedures for operations, programming standards.
Assists, evaluates and coordinates plans and projects for sharing information with other HHSC facilities.
Attend and lead the financial breakout session of the Report Council meeting. Attend and participate in other meetings scheduled by the Director.
- Other duties as assigned to support the mission of HHSC.
II. EDUCATION, EXPERIENCE, CERTIFICATION, LICENSE
A. Education: Bachelor’s degree from an accredited four (4) year college or university.
B. Experience: Three and one-half (3-1/2) years of progressively responsible work experience in computer systems analysis which involved the analysis and design of systems for electronic processing of data; or stored computer programming experience which included participation in systems. At least one year of the specialized experience must be at the fully-competent level comparable to the Data Processing Systems Analyst III level in the State government. Supervisory aptitude is the demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects; by serving as a group or team leader, or in similar work in which opportunities for demonstrating supervisory capabilities exist; by completion of training courses in supervision accompanied by application of supervisory skills in work assignments; or by favorable appraisals by a supervisor indicating the possession of supervisory potential.

III. DESIRED SKILLS
A. Education preferred a bachelor’s degree in computer science or management information systems from an accredited college or university.
B. Experience preferred specialized experience in computer systems analysis, which involved the analysis and design of systems for electronic processing of data in a healthcare or healthcare support facility.
C. Experience preferred includes experience and basic knowledge in the following environment and systems:
- Working knowledge of Relational Database Systems used in both Online Transactional Processing as well as Data Warehousing such as SQL (Structured Query Language)-Server, Oracle, DB2 and AS400
- Understanding or working knowledge of data query tools such as ANSI SQL, T*SQL, PL/SQL.
- Experience in database reporting and Business Intelligence tools such as Crystal Reports, SQL-Server Reporting Services, Oracle Business Intelligence, SAP Business Objects.
- Working knowledge of server operating systems such as MS Server, Linux, Unix, and scripting tools.
- High level of competency in PCs including hardware configuration and installation, MS Office applications and working knowledge of MS Access.
D. Experience preferred includes experience and basic knowledge in the following applications:
- Siemens Soarian Clinicals, Financials and Healthcare Intelligence (DSS) Applications; Cerner EMR Applications.
- Patient Care software – Order Control, Care plans, Flow Sheet, Infection Control, Quality Indicators.
- Other applications – Clinical Support Systems, Call Center, OR Scheduling.
- HIM, Dictation, Finance, General Ledger, Accounts Payable, Materials Management and Admission.
E. Excellent understanding of and experience with data warehouse architecture, business intelligence, and planning systems, tools including familiarity with data integration issues, data integrity issues and ongoing operational considerations.
F. Preferred hands on experience in the following activities:
Systems/application development process – analysis, design, code, test and install.
Systems selection process – user requirements, vendor identification and selection, contract and implementation.
Application software upgrades – load, modification, test and cutover.
Software integration and interfaces on the above applications.
System Configuration controls.
IV. WORKING CONDITIONS
The position will work in an office environment with prolonged sitting and extended periods of working with a personal computer and in meetings with various users and vendors of the automated systems. This position will require extensive travel to all HHSC facilities, and will be subject to long hours and irregular schedules. Must be able to work in a variety of environments, and able to adapt to an array of physical surroundings. This position must be able to work at different HHSC facilities for extended periods, as defined during project schedule.
