FUNCTION AND LOCATION:   This position works in a hospital and is responsible for providing direct patient care through the performance of a variety of nursing support tasks in accordance with established methods and procedures.  The position may work on rotating shifts.

Prerequisite Qualifications Required for the Full Performance Level

Experience and Essential Knowledge and Abilities:  One (1) year of work experience in a health facility such as a hospital or similar medically oriented institution where the primary or basic objective was to observe and report on a variety of physical and/or mental symptoms and conditions and implement care and/or treatment procedures for a caseload of patients.  Such experience must have demonstrated knowledge of basic nursing skills (i.e., taking vital signs, measuring output, recognition of abnormal signs and symptoms, etc.); first aid; patient rights; universal precautions; infection control; body mechanics; principles of growth and development; purpose and benefits of activities of daily living (i.e., eating/feeding, providing fluids, bathing, dressing, etc.); purpose and benefits of restorative care (i.e., use and application of assistive devices, range of motion activities, etc.); basic medical and nursing terminology; and the ability to assist and participate in the activities of the treatment team; assess each patient’s age specific needs; and independently provide age specific direct personal care services to a caseload of patients.

Certification Required: Certification Required:  Basic Life Support (BLS) for Healthcare Workers must be obtained Within six (6) months of employment.

FUNCTION: This position is located in the Finance Department of Kauai Veterans Memorial Hospital (KVMH) and Samuel Mahelona Memorial Hospital (SMMH). KVMH and SMMH are part of the Kauai Region, Hawaii Health Systems Corporation (HHSC), a public benefit corporation of the State of Hawaii operating twelve facilities statewide.

The primary responsibility for this position includes accurate and timely processing of payroll claims for employees at KVMH and SMMH, maintenance of leave records, and compilation of financial and statistical data and reports. These activities require a working knowledge of Payroll and HR guidelines, regulations and record keeping practices as well as familiarity with applicable collective bargaining provisions related to issues of compensation and pay administration. This position requires completion of a large volume of work within a limited period of time. Position will be required to report to other facilities on a regular basis as determined by the Reg. FMO.

The Patient Access Representative II is responsible for interviewing patients and/or accompanying parties to obtain patient demographic and insurance information. Other duties include transfer and discharging patients; switchboard and PA system duties; cashiering duties; and public relations duties. This position will be required to work shifts, weekends, and/or holidays in multiple locations within the facility to meet the needs of the patients.

Administrative Duties and Financial Functions – 80%

  1. Manages and participates in patient and insurance billing, follow-up, and collection operations, denials, contracting, controlling credit balances and other patient account management activities for accounts receivables.
  • Directs, plans, organizes, and evaluates the activities of the staff and/or contracted vendors.
  • Monitors productivity, evaluates processes with staff, contracted vendors and insurance payors as related to revenue cycle.
  • Sets policies and procedures for department activities. Ensures department operations are in compliance.
  • Ensures compliance with state and federal insurance laws and regulations; and follows the various appeals processes including but not limited to Insurance Commissions filings.
  • Maintains ongoing knowledge of claims submissions and billing form requirements for all insurance contracts.
  • Keeps abreast of any legal or payor requirements (changes and/or additions) and fully communicates those changes to pertinent staff.
  • Handles the most difficult claims as needed, including credit balances.

EDUCATION, EXPERIENCE, CERTIFICATION, LICENSURE

Education: Bachelor’s degree from an accredited four (4) year college or university.

Experience: Specialized Experience: Three (3) years of progressively responsible professional work experience with demonstrated general knowledge of public and private healthcare programs including billing, credit, collection and account maintenance activities of a healthcare institution. This experience must have provided familiarity with, and knowledge of health insurance programs; general financial practices of healthcare providers; and the ability to evaluate the bases of medical rates and costs or progressively responsible professional work experience demonstrating general knowledge of hospital admission and registration functions and activities. Specialized experience gained in an acute care facility preferred.

Supervisory Experience: Two (2) years of work experience that demonstrated the applicant’s knowledge of and ability to apply the principles, practices, techniques and methods of supervision including:  (1) planning, organizing and directing the work of others; (2) assigning and reviewing work; (3) advising others on difficult work problems; (4) timing and scheduling work; and (5) training and developing employees.
