FUNCTION: The Regional Chief Nurse Executive (RCNE) is responsible for assisting with the administration of operating the Hawaii Health Systems Corporation (HHSC) Kauai Region. This includes: planning; human resources management; quality care; allocation of financial, physical and human resource assets; compliance with regulatory, licensing and accreditation requirements; promotion of Kauai Veterans Memorial Hospital (KVMH) and Samuel Mahelona Memorial Hospital (SMMH); and emergency planning. The RCNE is also responsible for planning, organizing and directing the general nursing care and treatment services of KVMH and SMMH; planning and/or implementing nursing programs, policies and procedures; and providing consultative and advisory services in methods of preparing and maintaining standards of nursing care for the Kauai region.
This position has primary responsibility for the executive leadership of KVMH and SMMH hospital clinical operations within Kauai Region. Areas of responsibility include Emergency, ICU, Long Term Care, Medical/Surgical, Nursing Administration, Obstetrics, Psychiatric, Recreational Therapy, Respiratory Therapy, and Surgery. In addition this position serves as the Regional Corporate Compliance Officer. Position requires travel to other facilities within the region.
This position reports to the Regional Chief Executive Officer.
Requirements
MINIMUM QUALIFICATION REQUIREMENTS: To qualify, you must meet all of the following requirements. Please note that unless specifically indicated, the required education and experience are credited based on a 40-hour workweek.
EDUCATION REQUIREMENT: Graduation from an accredited college or university with a Master’s Degree in Nursing Administration, or Hospital Administration, Public Health or Business Administration. The Master’s Degree may be substituted by a minimum of 15 years of administrative management experience in Nursing, Administration, and Operations.
EXPERIENCE REQUIREMENT:
Experience: 10 – 15 years of nursing administration, hospital administration, public health or business administration experience with sufficient previous administration experience in a hospital/system environment. Familiarity with all types of patient care and products should be demonstrated.
Supervisory Experience: Work experience which demonstrated the applicant’s knowledge of and ability to apply the principles, practices, techniques and methods of supervision including: (1) planning, organizing and directing the work of others; (2) assigning and reviewing work; (3) advising others on difficult work problems; (4) timing and scheduling work; and (5) training and developing employees.
CERTIFICATION: Training and qualification in advanced nursing education, administration, and management.
LICENSE REQUIREMENT: Possession of a current license to practice as a Professional Registered Nurse in the State of Hawaii.
KNOWLEDGE OF: Public Hospital Administrative policies, Federal, State, Legal and Private agency rules and regulations that govern Hospital operations, licensure, certification and accreditation. Possess comprehensive knowledge of nursing and health care practices and techniques.
SKILLS/ABILITIES: High degree of initiative, judgment and discretionary skills necessary. Able to analyze situations accurately and take timely, effective action. Strong, well-developed organizational skills coupled with strategic vision to develop and manage multiple projects simultaneously, integrate priorities to achieve goals and objectives as established and fulfill deadlines. Proven success in reducing costs, improving processes, motivating personnel, achieving goals and managing organization change. Strong background in interpersonal communication, quality improvement activity, team building, strategic planning and fiscal responsibility; dynamic, success-oriented entrepreneur, promoter negotiator, and team builder who delivers solutions based upon vision and proactive risk taking. Communicate clearly and effectively orally and in writing. Able to deal with stressful situations. Must demonstrate the ability to handle changing priorities in a dynamic, fast paced environment.

CITIZENSHIP AND RESIDENCE REQUIREMENT: Applicants must be eligible to work in the U.S. and at the time of appointment will be required to become a Hawaii resident within a reasonable time from hire.

PHYSICAL EXAMINATION REQUIREMENT: Offers of employment will be conditioned on the results of a complete physical examination, which includes a drug screening. The cost for all physical examinations, except the cost for the drug screening, shall be borne by the applicant and not the Hawaii Health Systems Corporation. The Hawaii Health Systems Corporation shall bear the cost of the drug screening.
CRIMINAL/BACKGROUND, CREDENTIALING CHECKS: Applicable checks will be conducted periodically and any associated costs may be borne by the applicant. If a job offer is made or employment is begun prior to completion of all applicable checks, any offer of employment or continued employment is contingent upon satisfactory return of all required checks.

If you do not submit your request within the twenty (20) days deadline, no Administrative Review will be conducted. Since the Administrative Review is a prerequisite to subsequent steps, failure to utilize this process will make you ineligible for subsequent appeals. The administrative review, formal complaint and/or appeals hearing will not necessarily postpone the recruitment process and/or rescind a selection. If you do not agree with the Administrative Review, you may file a Formal Complaint and then, if you are still not satisfied, you can appeal to the HHSC Merit Appeals Board.
