FUNCTION: The Regional Chief Nurse Executive (RCNE) is responsible for assisting with the administration of operating the Hawaii Health Systems Corporation (HHSC) Kauai Region. This includes: planning; human resources management; quality care; allocation of financial, physical and human resource assets; compliance with regulatory, licensing and accreditation requirements; promotion of Kauai Veterans Memorial Hospital (KVMH) and Samuel Mahelona Memorial Hospital (SMMH); and emergency planning. The RCNE is also responsible for planning, organizing and directing the general nursing care and treatment services of KVMH and SMMH; planning and/or implementing nursing programs, policies and procedures; and providing consultative and advisory services in methods of preparing and maintaining standards of nursing care for the Kauai region.

This position has primary responsibility for the executive leadership of KVMH and SMMH hospital clinical operations within Kauai Region. Areas of responsibility include Emergency, ICU, Long Term Care, Medical/Surgical, Nursing Administration, Obstetrics, Psychiatric, Recreational Therapy, Respiratory Therapy, and Surgery. In addition this position serves as the Regional Corporate Compliance Officer. Position requires travel to other facilities within the region.

This position reports to the Regional Chief Executive Officer.

Requirements

MINIMUM QUALIFICATION REQUIREMENTS:  To qualify, you must meet all of the following requirements.  Please note that unless specifically indicated, the required education and experience are credited based on a 40-hour workweek.

EDUCATION REQUIREMENT: Graduation from an accredited college or university with a Master’s Degree in Nursing Administration, or Hospital Administration, Public Health or Business Administration.  The Master’s Degree may be substituted by a minimum of 15 years of administrative management experience in Nursing, Administration, and Operations.

EXPERIENCE REQUIREMENT:

Experience: 10 – 15 years of nursing administration, hospital administration, public health or business administration experience with sufficient previous administration experience in a hospital/system environment.  Familiarity with all types of patient care and products should be demonstrated.

Supervisory Experience:  Work experience which demonstrated the applicant’s knowledge of and ability to apply the principles, practices, techniques and methods of supervision including:  (1) planning, organizing and directing the work of others; (2) assigning and reviewing work; (3) advising others on difficult work problems; (4) timing and scheduling work; and (5) training and developing employees.

CERTIFICATION: Training and qualification in advanced nursing education, administration, and management.

LICENSE REQUIREMENT: Possession of a current license to practice as a Professional Registered Nurse in the State of Hawaii.

KNOWLEDGE OF:  Public Hospital Administrative policies, Federal, State, Legal and Private agency rules and regulations that govern Hospital operations, licensure, certification and accreditation. Possess comprehensive knowledge of nursing and health care practices and techniques.

SKILLS/ABILITIES: High degree of initiative, judgment and discretionary skills necessary.  Able to analyze situations accurately and take timely, effective action.  Strong, well-developed organizational skills coupled with strategic vision to develop and manage multiple projects simultaneously, integrate priorities to achieve goals and objectives as established and fulfill deadlines. This includes managing and monitoring a wide range of operations in the long term care unit such as food service, physical and recreational therapy, environmental conditions, medical equipment, and financial matters

The primary function of this position includes: administering policies and procedures; program planning and development; operation and capital budget preparation; public relations; and ensuring federal, state and accreditation standards are met.

This position reports to the Regional Chief Nurse Executive.

FUNCTION:   This position is located in the Long Term Care Unit of Samuel Mahelona Memorial Hospital (SMMH).  SMMH is part of the Kauai Region, Hawaii Health Systems Corporation, a public benefit corporation of the State of Hawaii operating 13 facilities statewide.

 The Per Diem Nurse coordinates nursing care for patients, participates in patient and family teaching and provides leadership by working cooperatively with other staff and departments in maintaining standards of nursing care; follows established policies, procedures or specific instructions. In the event there are no patients in the unit, this position may be assigned to various units within the Nursing Services and may require cross training and floating as assigned.  Position is also subject to a combination of 12 and 8-hour shifts.

Requirements

FUNCTION: The Organizational Development Officer (ODO) translates the vision of the organization into action through working within the organization to diagnose problems or areas for improvement and implements solutions so as to sustain the organization for a long period of time. Oversees talent management strategies such as annual reviews, performance management, succession planning, and employee development. Implements and oversees programs that increase efficiency, strengthens employee knowledge and abilities, improves leadership and maintains the overall health of the organization. Works with executive team in diagnosing areas for improvement and setting goals, then creates training programs to meet those goals.

This position oversees the operations for information technology, inservice/education, employee development, and marketing and communication functions for the Kauai Region. The ODO also functions as the Regional Human Resources Director (RHRD) and administers the human resources programs for the Kauai Region.  This includes human resources management, State human resources rules and regulations, collective bargaining contracts, and maintenance of human resources records and transactions.  Position requires travel on a regular basis to and from facilities within the Kauai Region and the HHSC Corporate Office.

5. Prepares, updates and maintains documents to include, but not limited to: Policies and procedures for operations; Systems information and configuration management; Operational and security logs; Asset and software license inventory.

3. Responsible for overseeing and monitoring all aspects of Help Desk operations and communicate with responsible managers, groups, and/or resources to meet service level agreement.

C. User and Management Liaison                                                         

1. Provide level-one contact and problem resolution for all users with desktop and mobile device software, application, and hardware problems. Resolve as many user-reported problems as expertise permits using available tools and following procedures and policies for the handling of support cases.

2. Provide accurate and timely logging of problems and resolution for problems in the Help Desk problem management database.

    1. FUNCTION AND LOCATION:  This position serves as a systems/applications analyst and as the liaison between the Information Technology Department and the users of the automated systems of the Kauai Region facilities.  This position is responsible for implementing and maintaining information system including but not limited to software, applications, databases, and user devices to support efficient and effective use of information systems for Kauai Region. All duties and responsibilities will be mutually allocated between each Kauai Region facility, based upon their respective needs and criteria. This position requires travel to all facilities within the Kauai Region. May be subject to long and irregular hours, standby/on-call with evening, night, weekend, and holiday coverage as required. 3.Applications upgrades and patching – implementation, test, cutover, and evaluation.

4.Experience and a high level of competency in PCs including application configuration and installation.

5.Experience with telecommunications technologies such as video teleconferencing, web conferencing, handheld devices, and wireless environments.

6.Experience in business writing and standard operating procedures for creation of policies, procedures, training materials, operations manuals, technical documentation, newsletters, and other I.T. associated documents.

7.Experience training computer users of all levels of expertise.

MERIT OR CIVIL SERVICE SYSTEM: You must meet the minimum qualification requirements, including education, experience, other public employment requirements for State Civil Service employment, and HHSC Standards of Fitness. The job title(s) and recruitment number(s), 2. the specific reason(s) you are requesting the review noting if there is a statute or rule violation, and 3. any additional information you want to submit to substantiate your request. If you do not submit your request within the twenty (20) days deadline, no Administrative Review will be conducted. Since the Administrative Review is a prerequisite to subsequent steps, failure to utilize this process will make you ineligible for subsequent appeals. The administrative review, formal complaint and/or appeals hearing will not necessarily postpone the recruitment process and/or rescind a selection. If you do not agree with the Administrative Review, you may file a Formal Complaint and then, if you are still not satisfied, you can appeal to the HHSC Merit Appeals Board.
